The three obelisks, one at Plymouth, Portsmouth and Chatham were to represent and commemorate members of the Royal Navy who had no known grave.

The Plymouth Memorial was unveiled on 29th July 1924 by HRH Prince George and designed by Sir Robert Lorimer. A total of 23,225 are listed on the Devon memorial.
